Getting a German fishing licence: the Fischerprüfung, state by state

The "Angelschein" is properly called the Fischereischein, and it is not one national exam. Fishing law in Germany is state law: Bavaria tests differently from North Rhine-Westphalia, and Brandenburg has rules Baden-Württemberg does not. Studying the wrong state's catalogue means studying hard and studying the wrong thing.

The route to a licence

In most federal states the sequence looks like this:

1. Preparation course at a recognised association — compulsory in many states, with a set minimum number of hours 2. The exam, a multiple-choice paper, sometimes with a practical part (assembling tackle, identifying fish) 3. Apply for the Fischereischein at your local authority, for a fee 4. A permit (Erlaubnisschein) for the specific water — the licence alone does not entitle you to fish anywhere

Step 4 surprises people. The Fischereischein is the qualification; the Erlaubnisschein is permission for a particular water. Both belong in your pocket at the waterside.

The four subject areas

Nearly everywhere, the material divides into:

• Fish biology and stewardship — identifying species, biology, spawning times, closed seasons and minimum sizes
• Waters and their ecology — water types, nutrient cycles, what keeps a water healthy
• Tackle — rods, reels, lines, hooks, and which rig suits which fish
• Law, animal welfare and conservation — your state's fisheries act, the federal Animal Welfare Act, humane dispatch

Law is where states differ most, and it is also where guessing works least well.

Where most people come unstuck

Trying to memorise closed seasons and minimum sizes. There are too many and they vary by state. Better to understand the logic: what is protected is what is currently spawning, and what is undersized is what has not yet bred.

Learning fish species only on paper. The exam — and the waterside — is about identifying features: fin placement, mouth shape, lateral line. A name under a picture is not species knowledge.

Underestimating animal welfare. The Animal Welfare Act is federal, uniform and examined. Humane stunning and dispatch is not a side topic; it is a core duty.

A realistic study plan

The course provides the structure; practice happens in between.

• One subject area at a time, not shuffled — mixing means unconsciously practising what you already know
• Short and daily: species recognition is built by frequency, not by long sessions
• Bring mistakes back until they stick two times running
• At least one full paper under time pressure before it counts
